Regulatory basis
Under 47 CFR § 2.906, SDoC is the procedure by which the responsible party determines that the equipment complies with the applicable technical standards and other requirements. Under 47 CFR § 2.909 and § 2.1077, the responsible party for SDoC equipment must be located within the United States, and its name, address, and telephone number or Internet contact information must be provided in the compliance information.
Who needs this service?
This service is intended for manufacturers, importers, or assemblers outside the United States whose products are authorized under FCC Supplier’s Declaration of Conformity and therefore require a U.S.-located responsible party. Under FCC rules, the responsible party for SDoC equipment must be located within the United States.
Many Part 15 unintentional radiators may be authorized under SDoC or Certification, depending on device type. Examples listed in 47 CFR § 15.101 include certain receivers, Class A and Class B digital devices, peripherals, and external switching power supplies.

- Reasonable response to standard regulatory enquiries directed to the responsible party regarding the covered product
What is not included?
Unless separately agreed in writing, the service does not include:
- EMC testing
- FCC compliance determination or legal opinions
- Preparation of full SDoC technical files
- Review or certification of test reports
- Product redesign or mitigation advice
- Re-evaluation of modified equipment
- Ongoing production compliance management
- Non-standard regulatory disputes or enforcement response support
